        VACANCY ANNOUNCEMENT
       
        DEADLINE: January 10, 2001
       
        Position: Project Manager on Information and Communication Technologies
        for Development
       
        Desired candidate profile:
       
        Mature judgement combined with a proactive, energetic approach to problem solving;
        excellent interpersonal and communication skills;
        strong organizational and time management skills;
        resourceful in finding solutions, particularly IT mediated solutions;
       
        at least 5 years of practical managerial and/or business development
        experience in the area of practical applications of Information and
        Communication Technologies, policy formulation, economic and social
        reform (references required);
       
        knowledge of Ukrainian legislative, policy and human resource issues
        as they apply to ICT;
       
        desire to make a positive change in Ukraine through IT;
       
        upwards of a Master’s degree in a relevant field (such as ICT,
        business administration, organizational behavior);
       
        fluent Ukrainian, Russian, English an important asset;
       
        Knowledge of and complete comfort with computer applications is
        essential (including organization of public presentations on PowerPoint).
       
        Duties and Responsibilities: Under the supervision of the UNDP Resident
        Representative and National Project Director, the incumbent will be
        expected to:
       
        Identify IT opportunities for development purposes in Ukraine (business,
        income generation, democratization, citizen empowerment, education, etc.);
       
        Package IT ideas and mobilize resources needed for implementation;
       
        Manage establishment and operation of nationwide tele-centres;
       
        Extract lessons for catalyzing IT policy;
       
        Proactively supports national capacity building;
       
        policy advice in ICT for Development area;
       
        Establish and maintain close working relations with the governmental
        and public institutions, private sector as well as with the donor
        organizations in Ukraine;
       
        Monitors and analyzes the implementation of on-going activities and
        writes periodic progress reports.
       
        Provides analysis on governmental policy, approaches of the donor community
        on governance, public administration reform, economic and social reform,
        transparency, decentralization, local governance, regional development and
        civil society development.
       
        Provides assistance to the RR, DRR and other staff when required;
        performs other duties as required.
